Change to the Indiana Medicaid Home Health Cost Report

Effective January 20, 2019, the process for calculating Indiana Medicaid reimbursement rates for home health services has been repealed. In addition, the requirement to file the Indiana Medicaid home health agency cost report is no longer effective. These changes were made to Indiana Administrative code 405 IAC 1-4.2. Therefore, no Indiana Medicaid home health cost reports will need to be filed beyond January 20, 2019.

Because of these changes, a revision to the calculation of the statewide Medicaid reimbursement rates is currently being determined. The current rates from July 1, 2018 through June 30, 2019 can be found on the Indiana Health Coverage Programs (IHCP) Bulletin BT201826. These rates will remain effective until further notice.

In place of the cost report, the Office of Medicaid Policy and Planning (OMPP) has approved a new cost survey. This cost survey will only be allowed to be filed once and the information provided will be used to set new Medicaid home health reimbursement rates for all future years. The due date for the cost survey is April 30, 2019.

It is extremely important to understand how the information filed on the cost survey can impact Medicaid reimbursement rates in the future. If you need assistance filing the new cost survey or if you have any questions, please contact Kyle Smith at kcsmith@blueandco.com.
